In happier times before the Civil War, Edwards Ferry was a link between Virginia and Maryland. This was one of three river locks, where boats coming from Virginia could cross the river and enter the canal. Although attempts at canalizing Goose Creek, promoted by the C&O Canal's first president Charles Fenton Mercer, were not successful, Loudoun County enjoyed a booming agricultural economy which the canal hoped to share.
